Section 1: Basic Legal & Business Qualifications

The applicant must be a legally registered business entity in the United States (LLC or Corporation), holding a valid business license. A federal Employer Identification Number (EIN) is required, along with demonstrated capability for customs declaration, tax filing, and invoicing. The applicant must either hold import qualifications directly or maintain a long-term working relationship with a reliable customs broker or freight forwarder experienced in handling Chinese-origin goods entering the U.S. market.

Section 2: Distribution Channels & Market Coverage

The applicant must possess established sales channels. Qualifying offline channels include pharmacies, chain supermarkets, convenience stores, dental clinics, and beauty salons. Qualifying online channels include Amazon, TikTok Shop, eBay, Walmart.com, independent e-commerce websites, and social commerce platforms. The applicant must be capable of covering a designated state-level territory or the full U.S. market, supported by adequate warehousing and last-mile logistics infrastructure. The sales team must have prior operational experience in FMCG, personal care, or oral care categories, and must be capable of conducting English-language marketing, customer service, and after-sales support.

Section 3: Regulatory Compliance & Certification Requirements

The applicant must understand and comply with FDA regulations governing mouthwash as either a cosmetic or an OTC drug product. All product labeling, ingredient claims, efficacy statements, and advertising must conform to FDA and FTC requirements. Full English-language labeling is mandatory, including a compliant ingredient list, functionality description, and required warning language. The applicant must cooperate in completing any necessary product registration and documentation, utilizing the brand's compliance package, which includes the FDA facility registration certificate, GMP certification, and SGS third-party test reports.

Section 4: Commercial Terms & Commitments

The applicant must accept a minimum initial order quantity and annual sales targets, which are tiered based on the scope of territory (state-level versus national). Sufficient financial capacity is required to cover product payment, international freight, import duties, and local market promotion expenses. The applicant must commit to investing resources in market development activities, including online advertising, in-store promotions, trade show participation, and dental channel outreach. Strict adherence to the brand's unified retail pricing policy is required; price undercutting and cross-territory diversion are prohibited.

Section 5: After-Sales Service & Feedback Mechanism

The applicant must have the operational capacity to handle product returns, exchanges, and customer complaints within the U.S. market. The applicant is expected to regularly collect consumer feedback and competitive intelligence, and to collaborate with the brand on product and strategy optimization.

Section 6: Preferred Qualifications (Priority Consideration)

The following attributes will be given priority during evaluation: prior experience in distributing or operating oral care product brands; established procurement relationships with chain pharmacies or major retail chains; a dedicated professional Amazon operations team; local warehousing capability with fulfillment-by-merchant (FBM) or dropshipping capacity; and familiarity with U.S. influencer marketing or dental professional (KOL) collaboration resources.

Onboarding Process

All prospective partners are required to complete a standardized onboarding process consisting of initial consultation, qualification assessment, document review, and territory/channel agreement negotiation. Qualified partners will receive full brand support including product training, marketing materials, technical assistance, and co-investment in market development activities.
